External access to UC managed Delta tables

Lets external Delta clients such as Apache Spark create, read and write Unity Catalog managed Delta tables through the Unity REST API, with Unity Catalog coordinating commits and access. Writes require catalog commits on the table, and other clients such as Apache Flink and DuckDB are still in Beta.
