Catalog Commits

Catalog commits move commit coordination for Unity Catalog managed tables from the file system to Unity Catalog, which becomes the single source of truth for table state and brokers access across engines. This enables multi-statement, multi-table transactions, faster query planning and safe writes from external engines under Unity Catalog governance.
